Under general direction, coordinates, supervises and participates in the operation of the City's water treatment plants to ensure the protection of public health, and the production of adequate quantity and acceptable quality of the City's drinking water supply.

Performs more complex technical plant operations tasks using plant facility machinery and equipment.

Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; evaluates performance. Activities shall support a sustainable operating model.

Provides technical direction and resources to staff in the monitoring, calibration and regulation of water plant operations; sets operational standards for distribution flow, addition of chemicals, and water quality. Studies proposed regulatory changes that impact operations and implements changes accordingly to maintain compliance.

Assists in researching, defining, leading and/or supporting optimization of treatment processes and sustainability efforts. Works with Water Quality to identify sampling activities and data that support optimization.

Makes recommendations for plant improvements, participates in related studies, reviews designs for operational compatibility, coordinates plant operations with construction activities, and assists with new plant/process startups.

Administers and monitors water delivery and flow to distribution system. Records and calculates raw water collection data. Reviews distribution system water quality data and makes appropriate operational adjustments to maintain compliance with applicable water quality regulations.

Assists in the coordination of treatment plant water supply options with Water Resources.

Provides recommendations to the Instrumentation Technicians regarding programming changes that impact the operation and monitoring of the facility.

Resolves emergency conditions resulting from system malfunction or source contamination. Ensures compliance to applicable rules, policies and procedures.

Maintains appropriate work records and documents; prepares reports on operations as necessary; monitors Plant Operators' activities and reviews shift reports.

Maintains inventory of chemicals and other supplies. Monitors and controls expenditures; approves equipment and supply purchases.

Participates in budget preparation and administration. Prepares cost estimates and submits justification reports for budget requests.

As requested by City Managers, represents the City with community groups and local and state agencies, on environmental issues which impact Thornton's water supply.

Investigates concerns or complaints and takes necessary action.

Acts as the Operator in Responsible Charge (ORC)

Performs work that requires the use of specified respiratory equipment that guards against exposure to airborne hazards. Complies with all Municipal, State, and Federal physical requirements as per Self-Contained Breathing Apparatus (SCBA) guidelines.

Performs other duties as assigned.



High school diploma or GED; six years' experience in water treatment plant operations, including one year in a supervisory or lead capacity. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

Colorado Class A Water Treatment Plant Operator's Certification.

May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills and Abilities:

Knowledge of the policies, procedures and goals of the city of Thornton and the department.

Knowledge of the organization, policies, purpose, current issues, projects, and employee responsibilities of the department.

Knowledge of the principles, practices and methods of water treatment plant operations including the operation of pumps, valves, motors and other related plant equipment.

Knowledge of the Supervisory Control and Data Acquisition (SCADA) system.

Knowledge of established safety standards and industry guidelines for the tools, equipment and materials used in plant operations.

Knowledge of federal, state and municipal regulations including the USEPA Safe Drinking Water Act, Surface Water Treatment Rule, Lead and Copper Rule and SARA Title III/Community Right to Know.

Knowledge of basic procedures in budgeting, purchasing and expenditure control.

Skill in operating diagnostic equipment and determining proper calibrations.

Skill in reading and interpreting various schematics and blueprints.

Ability to successfully complete all medical and fit testing as required for the use of personal protective respiratory equipment.

Ability to wear SCBA gear and/or respiratory protection.

Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail.

Ability to investigate, analyze, evaluate, and resolve operational, procedural, or personnel problems.

Ability to listen well and communicate effectively orally and in writing with various audiences.

Ability to supervise, direct and train employees.

Ability to promote and ensure safe work practices.

Ability to regularly exercise significant discretion and independent judgment in doing specialized technical work.

Ability to establish and maintain effective working relationships with city employees, management and community members.

Physical and Mental Requirements:

While performing the duties of this job, the employee is required to walk and sit for prolonged periods of time, to see, talk, and hear, and to stand, kneel or stoop for prolonged periods of time. The employee is required to perform light lifting. The employee is required to comply with all physical requirements of SCBA and/or any other respiratory protection equipment including passing all medical and fit testing.
