City of Commerce City Permit Technician II in Commerce City, Colorado

General Purpose

The Permit Technician II, under general direction and considerable knowledge of division, provides customer service to process permit applications, building inspections, contractor licenses, and certificates of occupancy while providing non-routine and complex clerical and customer service support for the Division & Department.

Essential Duties & Responsibilities

  • Manages Hansen permitting software including user and system security settings and permissions, the Interactive Voice Recognition system, troubleshooting problems, developing and modifying formulas, training and advising department staff, and coordinating testing for patches and upgrades

  • Reviews, processes and issues building permits, contractor licenses, certificate of occupancy and simple land use and zoning reviews within established deadlines

  • Researches, collect data, and responds to complex issues regarding the division's processes and procedures

  • Follows City's Accounts Payable processes, prepares and/or tracks fiscal records, and may process/reconcile payments within established deadlines

  • Receives, assigns, and/or responds to CORA requests

  • Composes, compiles and edits a variety of correspondence, forms, reports, and other material, maintains and retrieves database information; provides updates, ensures accuracy and integrity of data, obtains approvals and signatures on documents as required and adheres to the City's file and retention policy and schedule

  • Provides routine and complex information and service to project applicants regarding city requirements, processes, changes and timelines for applications and projects

  • Performs lead worker duties including mentoring, training, assigning duties, and monitoring work of Permit Technician I

  • Processes planning division permits to include temporary sign and use permits and organized event permits

  • Collaborates with the Plans Examiners to respond to permit inquiries, assess appropriate project valuations and permit fees, and insures completeness of all required information

Minimum Qualifications

High School diploma or GED and at least five years' experience as a permit technician or related construction experience are required. An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be considered. This position requires an ICC/ICBO certification as Permit Technician.

Knowledge, Skills and Abilities:

  • Strong knowledge of codes and ordinances and changes in code compliance, zoning regulations; International Residential Code; City's land use and municipal code interpretation

  • Advanced knowledge Hansen permitting software, database concepts, and reporting functions

  • Advanced knowledge of IVR software

  • Comprehensive knowledge of permitting policies and procedures

  • Ability to read, understand, and convey information to the general public concerning permitting procedures and policies

  • Solid skill Microsoft Office applications including Word and Excel

  • Solid mathematical skills to accurately count change and to calculate fees and tax rates

  • Ability to review plan submittals for completeness and compliance with state laws and Building Safety Division rules

  • Ability to operate point of sale and credit card machines

  • Ability to deal with difficult citizens using effective confrontational and problem solving skills

  • Ability to organize tasks and working environment in order to maximize efficiency with attention to customer service

  • Ability to use independent judgment while performing routine and non-routine tasks

  • * Driving: * May need, or have ability, to drive a city or personal vehicle in the normal course of business **

  • Office Equipment: *Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell), and register. Daily use of software programs including Hansen permitting software, and Microsoft Office Suite, Outlook, Word, Excel. *

  • Other Equipment:* None *

  • Physical Activities:* Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting and carrying. Requires continuous and repetitive arm-hand-eye movement *

  • Lifting:* Ability to lift, carry, and exert up to 25 pounds *

  • Vision and Hearing:* Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires *

  • Exposure to Environmental Conditions:* Position generally works in an office setting with overhead lighting and long periods of screen time *

  • Schedule:** Position generally scheduled Monday - Friday; occasionally weekend work. May require attendance at off-site meetings.

Salary: $44,428.80 - $55,536.00 Annually
